Enugu Assembly Aims to Curb Land Swindling with GIS Bill Advancement
A bill designed to tackle land racketeering by ensuring the computerization of all lands in Enugu State has passed its second reading at the State House of Assembly. The legislation, titled “Enugu State Geographic Information Service (GIS),” was debated by Hon Iloabuchi Aniagu, the House’s Minority Leader, who emphasized that it would safeguard against the issuance of multiple Certificates of Occupancy (C of O) for a single piece of land.

Aniagu highlighted the prevalence of multiple C of O for the same land due to collaboration within the Ministry of Land, resulting in numerous land-related court cases. He expressed optimism that computerizing lands would significantly reduce the number of court cases by 80%, as well as attract investors by eliminating obstacles in land acquisition.

Other lawmakers, including Hon Solomon Onah and Hon Osita Okoh, endorsed the bill, emphasizing its potential to combat land forgery and resolve land litigations in various communities. Hon Obiajulu Princess Ugwu also voiced support for the bill and highlighted its importance in addressing land management irregularities in Amechi community, while commending the state government for its commitment to inclusivity in the management board of GIS.

In his closing remarks, the Speaker of the House, Hon Uche Ugwu, instructed the House Committees on Land, Judiciary, and Education to conduct a public hearing on the bill and submit their report to the House by January 30, 2024.

  1. There is no better time than now to have GIS implemented in states. Financial Institutions can now support Businesses in Enugu State and rely on its Certificate of Occupancies as collateral for loans granted. This is definitely a laudable development with it’s attendant positive multiplier effect on Business.
